25일부터 일본해에서 실시되는 한미합동군사훈련 때 한국이 선박항행에 주의를 환기시키는 해역에 대해 일본이 영해로 삼고 있는 다케시마(한국명 독도) 근해를 피해 설정하고 있는 사실이 23일 밝혀졌다. 한국은 다케시마(독도)의 영해권을 주장하고 있지만, 초계함침몰사건으로 일본, 미국, 한국이 북한을 대상으로 연대하는 가운데 「알력을 피하기 위해 일본에 어느 정도 배려」(정부관계자)했을 가능성이 있다.
정부관계자에 따르면, 한국은 22일 밤, 항행경보를 발령했다. 「한국과 미국에 의한 합동훈련실시」를 이유로 25~28일의 4일간 한반도동쪽 일본해에 대상해역을 설정했다.
일부는 일본이 주장하는 일한의 지리적 중간선을 넘어 한반도로부터 약 215킬로미터 동쪽 다케시마(독도)로부터의 동쪽도 대상으로 했다. 단, 다케시마(독도) 주위 12해리(약 22.2킬로미터)해역은 대상에서 제외됐다. 이 해역은 다케시마(독도)영유권이 있는 국가의 영해가 된다.
지리적 중간선을 넘은 부분의 대상해역은 일한이 서로 자국의 배타적경제수역(EEZ)이라 주장하고 있다. 단, 군사훈련은 배타적경제수역의 권익에 포함되지 않는 공해로 취급된다. 때문에 (일본)외무성은 한국에 항의하지 않은 것으로 보인다.
한편, (일본)해상보안청의 문의에 대해 한국은 사격을 동반하는 훈련에 대해서는 한국연안부에서만 실시한다고 회답했다고 한다.
연습에는 미 항공모함 존⦁워싱턴 외, 함정과 잠수함 약 20척, 항공기 약200기를 투입. 8,000명의 병사가 참가하는 대규모훈련이 된다.
