‘외규장각 도서’ 반환 문제, 유네스코 공식 제기한다 |

 프랑스가 병인양요 때 약탈해간 문화재인 외규장각 도서의 반환 문제를 ‘유네스코 문화재 반환 촉진 정부간위원회(ICPRCP)’ 설립 30주년 특별회의에서 공식 제기한다.
문화재청과 외교통상부, 유네스코가 26일 서울 중구 장충동 신라호텔에서 공동 주최하는 ICPRCP 전문가 회의에서 신병주 건국대 교수는 공식 발표문을 통해 “외규장각 도서는 미술품처럼 감상의 대상이 아니라 한국 역사 연구에 필수적인 국가 기록물이므로 한국에 반환돼야 한다”고 촉구한다.
신 교수는 “외규장각 도서는 조선 왕실 행사의 역사적 변천 과정을 연구하기 위한 자료”라며 2006년 일본 도쿄대가 보유하고 있던 조선왕조실록 오대산본을 한국 역사 연구를 위해 기증 형식으로 반환한 사례를 강조한다. 이 회의에는 프랑수아 리비에르 유네스코 사무총장보 등 유네스코 인사와 한국 중국 영국 이탈리아 등 세계 각국의 문화재 반환 전문가가 참여한다.
이보아 추계예술대 교수는 일본이 북관대첩비(2005년 반환)를 야스쿠니 신사에 방치해 문화재 보호 의무를 저버렸으며 프랑스도 외규장각 도서를 중국 도서로 분류했고 표지 장정도 임의로 바꿔 보존 의무를 이행하지 않았다는 사실을 환기시킨다.
전문가 회의에서는 불법 반출 문화재 보유 국가가 반환에 필요한 법적 수단과 문화재 목록을 공개해야 하며 그 반환 책임을 촉구하는 선언문을 채택할 것으로 알려졌다.
선언문은 △분쟁, 식민 지배기에 불법 반출된 문화유산을 반환하지 않으려는 목적으로 현 소유국이 자국의 국내법을 이용하는 것을 금지하고 △원 소유국의 권리가 문화재를 양도받은 자보다 앞선다는 등 불법 문화재 반환에 유리한 국제 조건을 제시할 것으로 알려졌다.
전문가 회의에 이어 27, 28일에는 한국 미국 그리스 등 22개 위원국 정부 대표가 참여하는 정부간회의가 열린다. 정부간회의가 한국에서 열리는 것은 처음이다.
